Chinese Foreign Ministry Spokesperson Guo Jiakun said, "Fueling fears, forming blocs, and ruthless competition will do nothing but harm global AI governance." Meanwhile, Microsoft published new "AI Behavior Rules" that define how AI systems should behave.
